Service Requirements
<p><br style="direction: ltr;"></p><ul><li style="text-align: left;"> The applicant must be a Saudi national. Non-Saudi nationals may practice law in accordance with agreements between the Kingdom of Saudi Arabia and other countries.</li><li style="text-align: left;"> The applicant must hold a bachelor’s degree in Sharia or Law from a university in the Kingdom (or an equivalent qualification), or a diploma in Law from the Institute of Public Administration requiring a minimum of two years of accredited study after the university degree.</li><li style="text-align: left;"> The applicant must be of good character and conduct and must not be under legal interdiction.</li><li style="text-align: left;"> The applicant must not have been sentenced to a hadd punishment or any penalty for a crime involving moral turpitude or dishonesty, unless at least five years have elapsed since completion of the sentence.</li><li style="text-align: left;"> The applicant must be resident in the Kingdom.</li><li style="text-align: left;"> The applicant must have at least two years of relevant experience in the legal field. This requirement is waived for holders of a doctorate in the relevant specialization. The required period is reduced as follows:</li><li style="text-align: left;"> One year for holders of a master’s degree in Sharia or Law (or equivalent) or a two-year diploma from the Institute of Public Administration in Law.</li><li style="text-align: left;"> Six months for holders of a three-year diploma from the Institute of Public Administration in Law.</li><li style="text-align: left;"> Each year of training completed in programs approved by the Minister of Justice (in coordination with the Saudi Bar Association and the Education and Training Evaluation Commission) counts as one full year of experience, provided all program requirements are met.</li></ul><p>
</p><p style="text-align: left;">Once the above eligibility criteria are satisfied, the application may be submitted together with a declaration of compliance with the conditions in Article 3 of the Code of Law Practice, a criminal record clearance certificate, and a recent formal photograph (in professional attire against a white background). The following categories of experience are accepted, together with the required supporting documents:</p><p>
</p><ol><li style="text-align: left;"><strong> Training experience in law firms or companies</strong></li></ol><p style="text-align: left;">Required documents:</p><ol><li style="text-align: left;"> Employment contract.</li><li style="text-align: left;"> Experience certificate/report on official letterhead, dated, stating the exact training period, signed and sealed by the supervising lawyer.</li><li style="text-align: left;"> Proof of completion of the minimum theoretical training requirement (Saudi Professional Accreditation for Lawyers or the Lawyers Development Program offered by the Judicial Training Center).</li></ol><p style="text-align: left;">The experience period must have been previously registered with the General Directorate of Law Practice.</p><p>
</p><p style="text-align: left;"><strong>2. Experience in the government sector</strong></p><p style="text-align: left;">Required documents:</p><ol><li style="text-align: left;"> End-of-service certificate.</li><li style="text-align: left;"> Statement of job services.</li></ol><p style="text-align: left;">Employment status with the Ministry of Human Resources and Social Development must be up to date.</p><p>
</p><p style="text-align: left;"><strong>3. Experience in the private sector</strong></p><p style="text-align: left;">Required documents: </p><ol><li style="text-align: left;"> Employment contract.</li><li style="text-align: left;"> Experience certificate certified by the Chamber of Commerce or via the Qiwa platform.</li><li style="text-align: left;"> Certificate of contribution periods and wages from the General Organization for Social Insurance (GOSI), confirming that the dates match the experience certificate and that the certificate is recent.</li></ol><p style="text-align: left;">The experience must be legal in nature and relevant to the practice of law as defined in Article 3 of the Code of Law Practice. Administrative or non-legal work does not qualify.</p><p>
</p><p style="text-align: left;"><strong>4. Doctorate experience</strong></p><p style="text-align: left;">Required documents:</p><ol><li style="text-align: left;"> End-of-service certificate (for government-sector employment).</li><li style="text-align: left;"> Bachelor’s degree in Sharia or Law (or equivalent).</li><li style="text-align: left;"> Specialized master’s degree.</li><li style="text-align: left;"> Specialized doctorate degree.</li></ol><p>
</p><p style="text-align: left;"><strong>5. Teaching experience in Islamic jurisprudence, its principles, or law at universities or postgraduate institutes in the Kingdom</strong></p><p style="text-align: left;">Required documents:</p><ol><li style="text-align: left;"> End-of-service certificate(s) from all relevant employers.</li><li style="text-align: left;"> Official university statement detailing the courses taught and the number of semesters.</li></ol><p>
</p><p style="text-align: left;"><strong>6. Experience on legal committees (for those whose job title was non-legal or in the military sector)</strong></p><p style="text-align: left;">Required documents:</p><ol><li style="text-align: left;"> End-of-service certificate.</li><li style="text-align: left;"> Appointment letters to legal departments or committees.</li><li style="text-align: left;"> Statement of job services.</li></ol><p>
</p><p style="text-align: left;"><strong>7. Completion of the Higher Diploma in Law Practice program offered by the Judicial Training Center</strong></p><p style="text-align: left;">Required document: Certificate of completion from the Judicial Training Center.</p><p>
</p><p style="text-align: left;"><strong>8. University diplomas</strong></p><p style="text-align: left;">Diplomas from universities are accepted only if accredited by the Lawyers Registration and Admission Committee.</p>
