Administrative support and organization at courts

This initiative focuses on the administrative development of all courts through organizational charts, job descriptions, procedural restructuring, and a standardized operational model that observes differences among courts. It contributes to enhancing the operational efficiency of the justice system by minimizing the influx of lawsuits, reducing dates, increasing productivity, and enabling swift decisions; which reflects positively on client experience and develops judicial support for all cases.

Implementing conciliation system

Conciliation and mediation are among the most important means of alternative dispute resolution (ADR). This initiative aims to achieve a major development in providing conciliation services, so that it becomes the socially and economically preferred option for settling various disputes (financial, family, commercial, construction, real property, banking, medical, etc.), by building an integrated system for disseminating the conciliation culture among both natural and legal persons, for various cases and at all stages of the relationship. This can be achieved through the development of a transformational vision, sustainable legislation, and implementing mechanisms; and the enhancement of the justice system's human and digital capacities to realize social and economic development, raise operational efficiency, maintain the relations between the parties, and strengthen community ties.

Integrated Case Management System

This initiative focuses on the full digital transformation of all procedures by automating all administrative and ICT activities, including registration of cases, notice procedures, judicial support and monitoring, and enforcement.

Unified Translation Center

This initiative focuses on the establishment of an integrated translation center to serve all Saudi courts and judicial facilities. The work scope includes the introduction of services, structuring procedures, organizational chart, job descriptions, preparation and equipment of premises, training staff, and providing the infrastructure for connecting the center with courts, and developing the system for supporting services.

Implementing judicial fees system

This initiative focuses on preparing for the adoption of judicial fees (such as for filing a claim), aiming to reduce the influx of lawsuits and improve operational efficiency. The initiative includes setting up the mechanisms, forms and procedures for the digital payment and management of judicial fees; as well as drafting operational regulations and connecting the ministry with relevant entities.

Integrated Enforcement System

This initiative aims to transform enforcement into judicially supervised e-services, except for measures that require direct judicial intervention such as imprisonment and adjudication of enforcement disputes. This can be achieved through the centralization of departments supporting the enforcement judiciary; and the automation of procedures and administrative, financial and procedural operations at enforcement courts and panels. The goal is to upgrade the level of services, enhance operational efficiency, and increase the capacity to handle more cases after recognizing new types of enforcement instruments, which contributes to reducing the influx of cases into courts.

Establishing legal service centers

This initiative focuses on the establishment of legal service centers outside judicial facilities. These are modern centers that provide a variety of legal services, work for extended and late hours, and receive clients including those with special needs. The scope of services covers notarization, enforcement, and subject-matter litigation; as well as several value-added services such as voluntary legal counselling, legal translation, and sign language services. Seeking to improve client experience, the MoJ has established a unified communication center and control rooms for answering clients' questions, inquiries and complaints, sparing them the necessity of visiting the ministry's facilities. This initiative also focuses on the development of the Qayyim system, aiming to improve services by building a reference framework for the level of judicial services, measuring satisfaction under international standards, responding rapidly to comments and complaints, and establishing an electronic portal for the ministry's services.

Mobile Notarial Offices

This initiative aims to provide notarial services at the location of disabled people, the elderly, the sick, detainees, and those in remote areas. The services are extended by a group of mobile notaries who work in various regions under a governance system maintained by the ministry.

Engaging the private sector in notarial works

This initiative focuses on preparing and licensing private-sector notaries and empowering them to provide a number of notarial services, such as issuing powers of attorney, conveying property, and registering corporate charters across the Kingdom. The initiative develops licensing procedures and implementation mechanisms, enhances notarial work, ensures monitoring and control, and facilitates notarial services outside official working hours.

e-Payment in the enforcement of judgments

This initiative focuses on the development and automation of procedures and processes for payments ordered by courts for enforcing instruments. The payments are conducted electronically through the SADAD system by the enforcement debtor, without the need for checks or cash. The process fast-tracks payment and collection procedures, enhances monitoring and control, and improves client experience.

Engaging the private sector in enforcement support

The Ministry of Justice has empowered the enforcement judiciary by licensing private-sector entities to carry out certain enforcement operations under the judiciary's supervision. The ministry builds a partnership model and contracts with such entities after the development and approval of relevant regulations. The ministry also uses a governance model ensuring continuous monitoring of performance, quality and efficiency.

Digitization of Property Title Archive

This initiative focuses on the digitization of all real property documents through scanning, using templates, and developing relevant procedures and forms, such as records, registers, and property transactions, through comprehensive digital transformation.

Integrated Notarization System

This initiative focuses on the full digitization of the notarial system, including powers of attorney, declarations, probate certifications, charters, and property notarizations. In addition, it works to automate all administrative and ICT operations supporting the notarial system, and facilitates the preparation of statistical reports supporting decision making.

Support and Liquidation Center

This initiative focuses on the organization of liquidation operations, such as for estates and real property development projects. It includes establishing the Support and Liquidation Center, issuing the relevant regulations, and building the center's work model in a manner that enables partnerships with private-sector entities for conducting liquidations and providing expertise. The partnership alleviates the judiciary's load, raises client satisfaction, and improves the quality of service.

Shaml Initiative

The Shaml initiative for the implementation of child custody and visitation rulings aims to enhance children's rights and maintain families' privacy by providing special centers for the implementation of custody and visitation rulings in a well-equipped environment that meets the needs of children and families.

Raising the Kingdom's global ranking

This initiative focuses on developing the various procedures directly related to the Kingdom's global ranking for the justice system. .

Developing commercial, labor and appellate justice systems

This initiative focuses on the development of the specialized judiciary and the appellate system by developing policies and tech infrastructure for targeted courts. The goal is to abridge the litigation duration, improve judicial output, train judges and researchers, and provide information databases. It also aims to raise litigants' awareness, build partnerships with relevant entities, and improve client services at courts. .

Developing judicial premises

This initiative focuses on the preparation of a consultative study on the best practices for public–private partnership (PPP), for constructing judicial buildings with the highest functional specifications, identifying the mechanisms for achieving the highest long-term value for expenses, and enhancing the ministry's real estate assets through closed-end leasing. .

Highlighting the work of the Saudi judiciary and disseminating legal culture

This initiative aims to attain a communication strategy for creating positive awareness of the Saudi justice system, its mechanisms, and legal provisions; and explaining the judiciary's positive aspects in serving the local community in a manner aligned with the international legal framework. It also aims to use various means, channels and campaigns for changing and gaining local and international public opinion of the Saudi justice system. In addition, it works to raise legal awareness in Saudi society and disseminate legal culture to contribute to stimulating local business and attracting foreign investment. . .

Utilizing the ICT infrastructure

This initiative focuses on studying the ICT infrastructure to determine how to use the ministry's data for developing value-added services for various clients and entities. The initiative enables searching for data (such as data on real estate transactions, powers of attorney, litigation information, and enforcement applications) through a variety of tools; and providing machine learning and AI services for discovering new patterns. . .
